About

Hi, I'm Harsha Panduranga, an attorney and policy professional interested in matters at the intersection of governance, technology, and the information ecosystem. My work on these topics has included everything from in-depth research and public commentary to policy design, strategic litigation, and governmental advocacy. I also co-founded a technology and journalism platform — which has given me hands-on experience with the technical and business dimensions of product development, not just the frameworks governing them.

Previously, I was an attorney in the Liberty & National Security Program at the Brennan Center for Justice, where I authored or co-authored policy reports on issues such as the empirical flaws and constitutional harms of certain terrorism and violence risk assessment programs, the use of cell phone location data for public health purposes, and reforms to the Department of Homeland Security. I also served as counsel on cases employing novel legal strategies to challenge blanket bans on travel to the U.S. and the federal government's dragnet monitoring of social media. Before that, I was a litigation associate at Simpson Thacher & Bartlett.

My work and commentary have been featured in media outlets such as The Atlantic, Politico, Los Angeles Times, NBC News, and The New York Times, and have been cited in venues from federal court to the halls of Congress.

I'm available for consulting on legal, policy, and governance issues. Among other matters, clients have engaged me to draft and advise on model policies (U.S. federal and state/local), examine novel legal and regulatory issues when considering strategic litigation, provide feedback on the tailoring of public opinion surveys, and compile comprehensive regulatory comments.
